The Special Adviser to Governor Caleb Mutfwang of Plateau State on Budget, Hon. Obadiah Afwanks has said Plateau State citizens should expect nothing less than a performing budget in the 2025 fiscal year.
The Special Adviser was Speaking at the Plateau State House of Assembly complex shortly after the State Ministry of Budget and Economic Planning defended their 2025 budget before the House Committee on Appropriation, headed by Hon. Adamu Aliyu of Jos North-North.
Hon. Afwanks who was in the team of the ministry for the defense, explained that budget has four stages which are the design, approval, implementation and oversight stages, noting that all the stages are being followed to the latter because what they are expecting in the 2025 budget is a performing budget.
“When we came on board, we had to change the narrative by adopting a SMART system, which is Specific, Measurable, Achievable, Reliable with Time bound.
“So there is a complete shift from when budget use to be just an allocation by assumption. If you are proposing you must tell us why you are proposing and how reliable and achievable will the budget be.”
He said the SMART system they are applying by 2025, they hope to have a performing budget with credible outcome in times of revenue and expenditure.
The Special Adviser to the governor said there is a call on MDAs that the 2025 budget will no longer be the normal budget of the past, because they are going to deploy tools of performance for results and rewards MDAs that perform very well.
The Plateau State Commissioner for Budget and Economic Planning, Hon. Chrysanthus Dawam while speaking to the Assembly press crew shortly after the defense, said the committee was able to ex-ray their presentations and commended them in areas they did well and corrected them in some grey areas for adjustment.
Concerning revenue generation drive of the “Time is Now” administration, the commissioner said every MDA including the Budget Ministry is suppose to be up and doing as they have all been asked to think outside the box as is not going to be pleasure as usual.
He added that they have to generate what they are supposed to get from the government, which is a marching order for all MDAs
Earlier, member of the Committee and Member representing Dengi constituency, Hon. Idris Dal had informed the Budget Ministry that the governor had made it categorically clear that he is heading somewhere and he need a robust improvement on revenue generation hence, budget ministry should take its place as pace setter in giving a realistic budget that will determine 2025 governance.
